HACF offers affordable housing through HUD affordable housing programs. We do not provide emergency housing. Due to the high demand for affordable housing it is possible that a new applicant could be on a waiting list for several months and/or years.

Regarding Coronavirus/COVID-19:

Due to the increase in COVID-19 cases, the HACF offices will be closed to the public.  We will continue to take calls but please allow us at least 48 hours to respond.  

 

Residential Eviction Moratorium Update

 
Illinois Governor Pritzker’s COVID-19 residential eviction moratorium expired on July 31, 2021.   The moratorium was issued not as a forgiveness of debts owed but to protect tenants from eviction for nonpayment of rent during the Pandemic.  The expired order from the Governor’s Office addresses the following:
 
Evictions for Non-Covered Persons can be filed August 1, 2021.
 
*Non-covered Persons.  A tenant or resident of a residential property who does not provide a Tenant Declaration Form to the owner of the residential property (or entity a legal right to pursue an eviction or possession action).
 
Evictions for Covered Persons can be filed After August 21, 2021.
 
*Covered person as defined by the CDC mean any tenant or resident of a residential property who provides their landlord, the owner of the residential property, or other person with a legal right to pursue eviction or a possessory action, a declaration under penalty of perjury indicating that:
 
1.The individual has used best efforts to obtain all available governmental assistance for rent or housing;
 
2.The individual either earned no more than $99,000 (or $198,000 if filing jointly) in   Calendar Year 2020 or expects to earn no more than $99,000 in annual income for Calendar Year 2021 (or no more than $198,000 if filing a joint tax return), was not required to report any income in 2020 to the U.S. Internal Revenue Service, or received an Economic Impact Payment (stimulus check).
 
Tenant Protections or Aid for Renters Experience Hardship or At-risk of Eviction Proceedings
